Motion Picture Tax Incentive Legislation Passes House, Mass Production Coalition Cited As Key Supporter
(Boston, MA) By an overwhelming majority (147-4), on Tuesday the House passed bill #4252 (The O'Brien bill) – a feat in no small part due to the support and input from members of the Massachusetts Production Coalition (MPC)."I am enormously gratified by the resounding victory that the "O'Brien Bill" received yesterday in the House of Representative," remarked State Representative Thomas O'Brien (D-Kingston). "Its passage in the House is a culmination of efforts, specifically by the Massachusetts Production Coalition, as well as House leadership. "Ultimately, this bill will allow us to attract the multi-billion dollar motion picture industry back to Massachusetts, creating massive workforce development for the residents of this Commonwealth and substantial revenue for the state's coffers. Clearly Massachusetts stands to gain a great deal from this economic incentive."
The MPC, an alliance of many of the area's leading production professionals, has vigorously supported this legislation and has worked with key legislators throughout the process. "Through the MPC, our representatives on Beacon Hill have had a direct and critically productive channel into Massachusetts production community, and their unified view on the tremendous potential for jobs creation that this legislation will provide" remarked Joe Maiella, MPC President and Sr. VP of CrewStar, Inc. "The 300 members of the production community who attended our meeting in May, and those who showed their support at the O'Brien Bill hearing before the Joint Revenue Committee in May have had their voices heard and are now seeing real hope for Massachusetts to compete in attracting feature film and commercial video production."
As the bill moves on to the Senate, Members of the MPC Legislative Committee, including Director Sam Weisman, John MacNeil of Moody Street Pictures, and Chris O'Donnel, Business Manager of IATSE local 481, have been meeting with members of the Senate. Senator James E. Timilty (D-Walpole) aims to carry this bill through the Senate in an expeditious manner. According to Senator Timilty "It's simple, this is a jobs bill. This legislation offers incentives to a mobile industry in an attempt to capitalize on the labor intensive nature of the business."
"The timing couldn't be more important," says Chris O'Donnell of the MPC Legislative Committee. "The time to pass this bill is now. We know of several film projects worth up to $100m in production expenses waiting for this legislation to pass before deciding to come to the Commonwealth to shoot. For these productions, September will be too late."
